Supporting Education and Advocacy in Community Associations

Community associations in Washington are in the middle of meaningful change and staying current is no longer optional. New legislative requirements, including updates under WUCIOA, are reshaping how Boards approach governance, financial decisions, and communication with owners.
That’s where education matters. This June, Trestle team members are contributing to two WSCAI events designed to bring clarity to complex topics and support stronger, more informed decision-making in condo association management.
Advancing Industry Knowledge: Business Partner Success Webinar
On June 2, WSCAI will host its Business Partner Success Webinar, an educational session designed to help industry professionals better understand the structure, operations, and decision-making processes within community associations.
Chelsea Webster, CMCA, PCAM, Senior Community Manager with Trestle’s Condominium Practice, will participate as a presenter, sharing perspective grounded in day-to-day operational experience. With a focus on how community associations differ from other forms of property management, the session will provide valuable insight into how business partners can more effectively support Boards and managers.
For condominium communities in particular, this kind of education is essential. Condo associations operate within complex legal frameworks and require coordinated efforts between Boards, managers, and service providers. Trestle’s Condominium Practice is structured around that complexity, providing guidance on governance, financial planning, maintenance, and regulatory compliance tailored specifically to condominium associations.
Navigating Legal Change: WSCAI Virtual Law Day 2026
Education becomes even more critical during periods of legislative change. On June 9, WSCAI’s Virtual Law Day will bring together attorneys, managers, and industry professionals for a focused program covering the 2026 legislative session, WUCIOA implementation, and key legal considerations for community associations.
Vanessa Tilberg, CMCA, AMS, PCAM, Trestle’s Operations Director and Secretary of the WSCAI Legislative Action Committee, will co-present the session “Delinquencies & Collections Under WUCIOA.”
Effective January 1, 2026, significant provisions of the Washington Uniform Common Interest Ownership Act (WUCIOA) began applying broadly to community associations, introducing new requirements that impact governance, communication, and financial practices.
Collections in particular have become more structured, with clearly defined timelines, notice requirements, and limitations on actions associations can take before compliance with statutory procedures.
These changes reinforce the need for Boards to approach collections thoughtfully, balancing fiduciary responsibility with compliance. Educational sessions like this one help ensure that Boards and managers understand not just what the law requires, but how to apply it effectively in real-world scenarios.
The Importance of Legislative Advocacy
Trestle’s involvement in Law Day also reflects a broader commitment to legislative advocacy. Through WSCAI, the Legislative Action Committee works to monitor legislation, educate policymakers, and advocate on behalf of community associations across Washington.
This work plays a critical role in shaping the regulatory environment that associations operate within. As new laws are introduced and existing statutes evolve, having a unified voice representing the interests of community associations helps ensure that policies remain practical, balanced, and aligned with the needs of homeowners and volunteer Boards.
Active participation, whether through education, committee involvement, or event sponsorship, supports that mission. Trestle is proud to sponsor WSCAI Law Day as part of that ongoing effort.
Experience That Supports the Work of Boards
Education and advocacy are most effective when paired with practical experience. In condominium communities, where governance, maintenance obligations, and financial oversight intersect daily, informed decision-making is essential.
Trestle’s Condominium Practice brings a specialized understanding of these complexities, helping Boards navigate legal requirements, plan for long-term maintenance, and maintain financial clarity.
From interpreting legislative changes to implementing compliant collection practices, this expertise supports Boards in making decisions that are both informed and sustainable.
A Consistent Commitment to Board Education
These industry events are one part of a broader, ongoing focus on education. Internally, that same commitment is reflected in Trestle’s monthly Board Education Series, developed to provide structured, practical guidance for Board Members navigating the realities of community leadership.
Launched earlier this year, the series offers focused sessions on governance, fiduciary responsibility, and best practices, giving Boards the tools to make informed, consistent decisions. Each session is designed to translate complex operational and legal concepts into clear, actionable guidance, reinforcing confidence in day-to-day decision-making.
The series complements the work happening across the broader industry. While WSCAI events provide valuable insight into legislative changes and emerging trends, Trestle’s Board Education Series extends that learning into a consistent, accessible format for ongoing Board development.
In an environment shaped by evolving legal requirements and increasing operational complexity, education cannot be a one-time event. It must be continuous, practical, and directly connected to the decisions Boards are making every day.
Looking Ahead
As the community association landscape continues to evolve, the need for clear, reliable education will only increase. Events like these are an opportunity not just to stay informed, but to strengthen the partnerships that support well-managed communities.
For Board Members, homeowners, and industry professionals alike, staying engaged, through education, advocacy, and collaboration, is key to navigating what comes next in condo association management.
